Speculation is that Saudi Arabia wants to monetize their large oil reserves before the world no longer uses oil. To do they need to pump as fast as they can and get whatever price available. Being the low cost producer with large reserves this seems to explain their current policy towards the oil markets.
But if this is true, why would they be signing nuclear agreements with Russia and Kazakhstan?
If the world will no longer have demand for Saudi oil they can burn all the oil they want. Why would Saudi Arabia care what environmentalists have to say? They do not let women drive and stage public beheadings. It seems pretty clear they care little of others opinions.
My first thought was that it was a backdoor way to a secret nuclear program. However, the Telegraph reports that the Saudis have nuclear weapons on demand from Pakistan and have already built the launch pads.
If that is true, why would they require nuclear energy in the future? Could their reserves be smaller than advertised?
